**What this book is — NOT a notarial register.** Unlike the earlier APL 35/44 *Akta Miasta* series (property inscriptions & decrees), this is a **town-administration correspondence volume** of the Duchy-of-Warsaw government (Ministry / Prefect of the Lublin Department / Police). It records three connected affairs, **not** property transactions, so it names almost no private individuals — and the ancestor's own 1804–1810 records are **not** here (those are the notarial continuation, jedn. 1753841 / 1753843, already cited on [[Rubin Edelsztajn (b.1744)]]). All 41 scans were read (3 readers). Contents:
- **Scans 3–14** — the fair-fee dispute: Count **Kalckreuth**, hereditary owner (*dziedzic*) of Łęczna, complains that Mayor **M. Śmielski** levies a 12-grosz meldunek (registration-card) fee at the town fairs and misuses the Police Commissioner. Investigated by the Ministers of Internal Affairs and Police, the Prefect (Jabłonowski) and Police Commissioner (Kumiński). **No Jew named.**
- **Scans 15–20** — the *krupka* affair (see below): the one place an individual Jew is named.
- **Scans 22–39** — a military-excess case: Captain **Machnicki** (garrison commandant) and Lt. **Niewęgłowski** (13th infantry) abuse the Mayor and force the town — including the **kahał** — to pay levies (składka) for billeting and for laborers to fill the town moat. The **Jewish community appears only collectively** ("kahał starozakonnych" / "mieszkańcy starozakonni"), no individual named.
- **Scan 40** — a royal decree extract (Frederick August, Dresden, 15 March 1811) appointing **Mikołaj Śmielski** mayor of Łęczna. Scans 1–2 metadata/cover; scan 41 blank verso.
## The one named Jew — Rubin Skowicz, *krupka* tax-farmer
The sole individually-named Jew in the whole volume is **Rubin Skowicz** (recorded spellings **Skowicz / Skowir / Skawicz**; first appears simply as "Rubin"), a Starozakonny resident of Łęczna and **collector/lessee (*provizor* / arendarz) of the *krupka***, the Jewish kosher-meat tax ("dochód skarbowy krupką, podatkiem koszernego zwaną") — which he held under a **lease contract the Łęczna *kahalni* (kahał elders) concluded with the town on 15 January 1810**. In **1811** the Mayor of Łęczna **arrested him and barred him from collecting the krupka**; his lord Count **Kalckreuth** petitioned the Prefect and the Minister of Internal Affairs on his behalf. The Prefect's decision **No. 8252** (Lublin, 27 July 1811) and the Minister's response **No. 908/698** (Warsaw, Aug. 1811) handle the matter.

## Open questions
- **Rubin Skowicz** (krupka farmer, 1810–1811) — a named Łęczna Jew with no vault counterpart. Byname uncertain (Skowicz / Skowir / Skawicz / ?Joskowicz) — needs the user's reading of scans 16–17. Distinct from [[Rubin Edelsztajn (b.1744)]] (byname ≠ Elowicz).
- The Łęczna **kahał** as a corporate body (military billeting levies, 1812) — the elders who signed the 15 Jan 1810 krupka lease are not named here; they may appear in the notarial/kahał books.
